The International Operations & Oversight Protocol System (IOOPS) was conceived in 2006 during the Geneva International Coordination Summit, where representatives from 28 jurisdictions recognized the critical need for unified operational standards across international transit frameworks. Following two years of intensive consultation and protocol development, IOOPS was officially established in 2008 with headquarters in Geneva, Switzerland.

From its inception, IOOPS addressed a fundamental challenge: the fragmentation of operational protocols across jurisdictional boundaries created inefficiencies, compliance gaps, and coordination failures. Our founding charter established three core objectives: standardize operational protocols globally, verify compliance with unified standards, and facilitate seamless multi-jurisdictional coordination.

Organizational Structure

IOOPS operates through a federated governance model combining centralized standard-setting with distributed regional implementation. The Executive Council, composed of representatives from member jurisdictions, provides strategic direction and approves all protocol standards.

Day-to-day operations are managed by the Secretariat based in Geneva, while four regional coordination offices ensure local implementation and jurisdictional compliance. Our Technical Standards Committee, comprising over 200 subject matter experts, develops and maintains all operational protocols.
